After a bystander was killed during a police car chase, the police officer was found to be 10 percent at fault for the death.  Section 11 of the Police Act makes the Attorney General jointly and severally liable for a police officer's torts, while s. 21 exempts the officer from any liability.  The Supreme Court held that the victim was entitled to full compensation from the Attorney General, since the Negligence Act makes joint tortfeasors jointly and severally responsible for a loss.
